Tenant activity

Tenant activity is valued in housing companies and residents are encouraged to participate in and develop activities in their housing company through active tenant committees. Cooperation is the best way to develop the services offered by a housing company and to ensure that they take all residents’ needs into account. Tenants have the opportunity to influence matters related to their housing at the annual tenants' meetings and by participating in tenant committees.

The management model explained below applies to right-of-occupancy buildings which are owned by Vaasan Asumisoikeus Oy Tenant democracy is based on the Right-of-occupancy Housing Act and the Act on Joint Management of Rental Buildings. 

Tenants' meetings

Within the joint administration of right-of-occupancy buildings, the highest decision-making power of tenants is exercised by the annual tenants’ meeting, where a tenants' committee is elected that will manage the practical administration of the building. Tenants' meetings are convened at least once a year. Each right-of-occupancy apartment is entitled to one vote at the tenants' meeting, and the vote can be used by anyone who is 18 or above living permanently in the apartment. All tenants of the age of 18 and above living permanently in the building are eligible to vote. The tenants' meeting also elects a representative for the joint administrative body.

Duties of tenants' meetings

The right to elect a tenant committee for the following term of office that will manage all tenants’ tasks in the joint administration. Instead of electing a tenants' committee, the tenants meeting may elect a trustee, whose term of office will be one year.

The right to appoint candidates to the board of the owning company.

Tenants' committee

Tenants' committees are elected for one year at a time. The task of tenants' committees is, among other things, to decide
on

  • the use of the crafts room and club house
  • the organisation of collective work
  • the organisation of club and other activities
  • other matters assigned to the tenants committee for decision-making
Joint administrative body

The candidates selected by the tenants' meeting, i.e., one member from each right-of-occupancy house, are invited to join the joint administrative body.  The statutory cooperation body handles matters at the housing company level and ensures that all right-of-occupancy houses receive equal treatment. The cooperation body is a negotiating cooperation forum that has decision-making power in matters referred to in the law. However, the cooperation body can put forward recommendations in matters falling within the scope of tenant administration, even when it does not have decision-making power over them. The cooperation body has the right to refer any matters it is dealing with to the board of the right-of-occupancy community or an equivalent institution. The cooperation body meets at least once a year, or more often if necessary.

At the community level, the joint administrative body is entitled to:

1. Participate in the preparation of the housing association's budget proposal, the proposal for the determination of residence charges, regularisation and grading criteria and repair measures, as well as negotiate and issue statements regarding the above;

2. Participate in the preparation of long-term repair and financing plans, and negotiate and issue statements on them;

3. Make proposals and participate in the organisation of the treatment system as well as management and maintenance tasks;

4. Participate in the preparation of contracts for the maintenance and treatment of right-of-occupancy buildings and other buildings and properties;

5. Participate in the preparation of basic improvements and renovations in order to make properties and buildings meet common requirements at any given time;

6. Participate in the drafting of tendering principles for the above-mentioned contracts and measures and the preparation of tenders, as well as monitor tenders;

7. Monitor the planning and implementation of new projects

 

Tenant representatives in the administration of right-of-occupancy housing companies

3 full members must be elected to the board of Oy Vaasan Asumisoikeus - Vasa Bostadsrätt Ab from the candidates nominated by the tenants' meeting. Candidates for the board are elected at tenants' meetings. Board members appointed by the tenants have the same rights and obligations as other members.
